Detailed Bio

Athletic Administration -  Joe Harlan founded National Athletics Consulting in August of 2011 in Los Angeles, California (USA) and has been working on several projects since that time.  Most recently he has been working internationally on multiple projects and also doing collegiate public speaking as recently as 2015.   Before starting National Athletics Consulting he was Athletic Director at both the university and college levels.  He has experience working with different budget structures and funding sources, corporate sponsorships and fundraising, foundations and athletic endowments, organizational structure changes, campus master-planning, NCAA compliance, Title IX, EADA reports, Hall of Fames, alumni and community relations, public speaking, chairing search and screen committees, staffing performance reviews, conference and national issues, drug testing in sports/athletics, and several athletic facility upgrades. He has hosted conference championship events and NCAA playoff games. As the Athletic Director at University of Wisconsin-Stout he oversaw an athletic department that won a community service award and an NCAA Award for Overall Excellence in Diversity in 2008-2009. Coaching - Harlan has been a collegiate Head Coach for both men's and women's programs for a total of 11 years. As a Head Track & Field and Cross Country Coach, his athletes earned 92 All-American certificates in the USA and multiple individual National Championships.  His teams had several top-20 placings at the NCAA Championships including a 5th place finish at the National Track and Field Championships.  As both a Head Coach and administrator he has led several major recruiting efforts.  He has been awarded six different Coach of the Year awards.

Teaching - As a faculty member, he has over 14 years of teaching experience in Physical Education, Sports and Kinesiology.  He has taught several classes at the university level including; Theory of Coaching, Sports Psychology, Exercise Physiology, Kinesiology and several sport activity classes. He has written course curriculum for several different courses and was also a graduate school faculty member. He has worked in a Human Performance Lab and helped start another Human Performance Lab.  Harlan has worked several youth sport camps and clinics and many special events for the schools and community.  Harlan has also taught classes to international level sports coaches, PE teachers, sport federations, military groups and Olympic groups.

Harlan has also worked with the US Olympic Committee on strength and conditioning, exercise science and drug testing.  In 2014, Harlan worked in Malaysia as International Teaching Faculty under the United States Sports Academy teaching 8 different courses. The International Diploma in Physical Education and Sport Coaching (IDPESC) program teaches Malaysian Physical Education teachers and sport coaches in an advanced diploma program. He returned to Malaysia in 2015 to work with the National Service Program for the Fit 4 Life Program and Training of the Trainers.  In parts of 2015 and 2016, he taught in Bangkok, Thailand under the USSA and the Sports Authority of Thailand (SAT) in an International Certificate Educational Program.   He has also recently taught football (soccer) administrators in Dubai under an internationally approved certificate licensing program.  Currently, he is living in China and working on a basketball coaching project while and planning other future projects.

Harlan has an MS in Human Performance and a BS in Teaching - Physical Education, has held several different industry certifications and belonged to several different national associations. He enjoys working in many different areas of athletics and public speaking. He has been a Public Address Announcer for college basketball and university level football. A detailed "Big picture" planner, Harlan enjoys new challenges working in sports consulting and management. He is a strong believer in honest and ethical behavior and collaboration with many areas of leadership to implement large-scale changes. Ultimately, successful positive change requires a strong vision, detailed planning, building trust with your team and then carried out with hard work. This follows a simple philosophy - "Do it well, or don't do it at all."

Depending upon the nature and scope of the consulting project, a variety of Sports Directors, Facility Managers, Commissioners, Deans, Student Services Directors, Coaches, Athletes, Designers, Administrators and others may be called upon to help meet your needs. Some projects may need only one person while other projects may require a larger consulting team.
